Improving institutional cross-border cooperation in order to strengthen the integration
All actions supported within the specific objective SO41 of priority axis 4 shall support the cross-border cooperation of public administration, in order to balance the governance capacities in the Austrian-Hungarian border region and thereby better harmonise cross-border strategies and processes. Further, implementing people-to-people activities as well as strengthening new and existing networks and cooperation platforms on the local and regional level shall result in joint regional strategies, processes, services and activities. Thereby, special focus shall be given to the fields of public services, regional development and renewable energy, respectively energy efficiency.
Possible are projects in the field of public services that for example deal with risk management or social services. In the area of regional development or renewable energy, respectively energy efficiency, projects could deal with the development of energy model regions, regional energy supply or insulation made of regional resources. Also cooperation between local/regional institutions and citizens can be a topic.
Such projects shall be funded that aim at enhancing institutional capacity, making public administration more efficient and at strengthening people-to-people cooperation in the region. Practically, this shall lead to improved regional governance structures and more harmonised cross-border strategies, processes and activities.
Examples of actions eligible under specific objective SO41 are:
1. Delivery of harmonised and high quality public services through better cooperation of municipalities, cities and regions exchanging knowledge and developing strategies and processes
2. Preparation and implementation of joint research, strategies, studies, action plans and managment activities of cross-border networks and institutions on local/regional level in the field of renewable energy/energy efficiency
3. Preparation and implementation of joint strategies, studies, action plans and managment activities of cross-border networks and institutions in the field of regional development
4. Strengthening cooperation between local/regional institutions and/or citizens, e.g. via cultural activities or by “people to people cooperation”
